You should never waste time collecting responses from respondents who clearly do not belong to the selected survey audience or meet your terms of consent. It's common practice to disqualify such respondents via a question (or series of questions) so their replies do not skew your final results.
The choice ultimately is yours. You can use skip logic to route these respondents to a survey path different from everyone else or you can immediately launch the survey disqualification page and exit them from the survey.
It is also common practice in the analysis phase to review the disqualified respondents to learn more about this segment in order to better understand why they were excluded from completing the survey. This may help you on distributing the follow-up survey to a more diverse audience.
